At the same time, however, some problems such as blind expansion, low efficiency, and lack of equipment manufacturing capabilities in the development of domestic wind power have gradually emerged.
According to statistics, realizing 70% of localization of wind turbines is expected to reduce the cost of wind turbines by 15%. Without changing other conditions, wind power generation costs can be reduced to 0.375 yuan/kWh. If all domestically produced wind turbines are realized, it is expected that the cost of wind turbines will be reduced by 30%. Without changing other conditions, the cost of wind power generation can be reduced to 0.332 yuan/kWh.

Experts believe that it is necessary for the state to increase the investment in scientific research and development and to improve the scientific research and development and localization of wind power technology in China. The "Measures" pointed out that for the first 50 wind turbine generators of wind power equipment manufacturing enterprises that meet the supporting conditions, the central government will subsidize them according to the standard of 600 yuan/kW. Among the subsidy standards, machine manufacturing companies and key component manufacturing companies each accounted for 50%, and focused on the weak links in key components. The subsidy funds were mainly used for the research and development of new products.

At the same time, the "Technical Measures" determined that the technical standard to be supported is that the wind turbine's stand-alone capacity is more than 1.5 MW.

The relevant person in charge of the China Wind Energy Association stated that under the background of vigorously developing wind power in all parts of China, this move will help promote the localization of wind power equipment in China, especially the localization of core technologies.

According to the "Measures", industrialization funds are specifically used for expenditures related to the research and development of new wind power equipment. The supporting targets are Chinese and Chinese-invested companies that are engaged in the production of wind power generation equipment in China, including complete machines and blades, gear boxes, generators, converters, and bearings.

In addition, the Ministry of Finance has also stated clearly that it will adopt a “subsidy for awards” approach to support the industrialization of wind power equipment, target all market players, focus on practical results, focus on the timeliness of research and development, and minimize government approvals.
