On the basis of the central financial subsidy for consumers to purchase new energy vehicles, Shanghai will grant financial subsidies based on the information on the catalogue of Shanghai New Energy Vehicle Registration Models and the subsidy standards determined by Shanghai. New energy vehicle manufacturers sell new energy vehicles to consumers according to the price after deducting the central and municipal financial subsidies.

Shanghai New Energy Vehicle Promotion and Application Subsidy Standard

For a legal entity that directly or organizes employees to purchase more than 10 new energy vehicles at a time, Shanghai will grant a financial subsidy of 2,000 yuan per vehicle. The subsidy funds must be used to coordinate the implementation of the charging facilities in the unit, carry out maintenance and management, and create good conditions and environment for the use of new energy vehicles. For automobile manufacturers, Shanghai will grant a subsidy of 1,000 yuan for each new energy vehicle battery.

Consumers purchase new energy vehicles for non-operating, Shanghai free distribution of special license quotas. For new energy vehicles that use the special license plate quota, the one-car-one-card system shall be implemented. If the business of retreating from the card is not handled, and the procedures for transfer registration, deregistration and theft of the jurisdiction are handled, the quota renewal certificate shall not be issued.

When consumers purchase new energy vehicles for operation and involve industry license management, the relevant industry management departments of Shanghai will give priority to the relevant special operation quotas under the existing management regulations, and guide the operating enterprises to do the relevant application procedures. Under the existing regulations and frameworks for daily dynamic traffic and static traffic, the relevant departments of Shanghai will provide convenience to new energy vehicles, give priority to relevant licenses, and guide consumers to complete relevant application procedures.
