At present, China's machine tool industry is still in the middle and low end of the international division of labor and industrial chain. The research and development of high-end products needs to go through a long process, and the whole industry will continue to be in a state of low or negative growth for a certain period of time. Third, under the background of weak global economic recovery and the rise of trade protectionism, China's export competitiveness in machine tool products has been weakened, and the uncertainties in the external market have increased.

Luo Baihui pointed out that to reverse the current unfavorable operating conditions and change the situation where the growth rate continues to fall, the only way out is to make full use of various resources, speed up the transformation and upgrade, and achieve a fundamental breakthrough from "can do" to "do a good job."

First of all, it is necessary to actively adjust the product structure and actively combine basic research with market demand so that more medium-to-high-end machine tool tools can be used in key areas such as aerospace, shipping, and energy.
